Put JPG and PNG scans into one PDF

Last updated: 1 October 2026 · Souren Das, FileTools Kit, Bengaluru.

You photographed a form, one page per picture, and the office wants a PDF. JPG to PDF places each image on its own page and downloads one file. The work runs in this tab with pdf-lib. The photos are not uploaded to FileTools Kit.

Order is the whole job

The PDF follows the list order. Put page one first. A sideways photo stays sideways unless you rotate it first. This job does not auto-crop to the paper.

Page size follows the images. A mix of portrait phone photos and a wide screenshot produces mixed page sizes. Crop and rotate before you build the PDF if someone will print it.

Steps

  1. Open JPG to PDF.
  2. Add JPG or PNG files the browser can decode. HEIC from some phones will not decode in every browser. Export JPEG from the phone gallery first.
  3. Reorder. Put the signature page where the reader expects it.
  4. Download and open the PDF. Check that each photo is a full page.

Size

This step does not recompress aggressively. If a portal caps file size, shrink the photos in the image optimizer first, then build the PDF. In-tab PDF compress does not downsample images the way a server optimizer does.
